OLD DOMINION SPEEDWAY / BDE RACING RACING SERIES
COMPETITION RULES - SPIRIT AND INTENT

Mini Cup / Kart competition is a sport and its purpose is to provide fun and enjoyment for the entire family. The rules and regulations are written in a simple
manner so the participant can understand and compete legally for those who wish to compete with basically stock equipment, in accordance with 2004 SRL, IMTRA &, WKA, stock classes are established.
BDE RACING / OLD DOMINION SPEEDWAY HAS THE RIGHT TO REVOKE OR REFUSE MEMBERSHIP AT ANY TIME

GENERAL RULES FOR ALL CLASSES

ELIGIBILITY
BDE Racing will schedule racing events at the famous Old Dominion Speedway. Membership fees are as follows:
$40.00 annual Driver membership. You must be a member to be eligible to receive end of season driver points awards and/or trophies for that year of racing. Membership with BDE RACING SERIES gets you and your sponsor on our World Wide Web Site. www.olddominionspeedway.com.
Membership also includes your choice of car number and champions number reserve for the 2004 season. Also, a reserve of your car number over a non-member. Top 3 finishing banquet awards and contingencies. Everyone that races must complete a membership form. If you elect not to be a BDE Racing Series member, you must pay $7.00 additional per race and fill out membership form for each event.
Racing fees per event:
Champs and Karts (includes driver) $35.00
Mini Cups, Pro Trucks (includes driver) $45.00
If driver elects to run multiple classes with same kart / Mini Cup, and additional fee of $25.00 will be charged per class.
Pit pass will be $10.00 for each pit crew member, spectator, media, and vendor.

Please note: on special events all of the above fees will not be the same.

To enter the Pit area/infield area (pit area is any place where Karts or Mini Cups are being worked on) you (all) must sign the waivers provided by BDE. If you are under the age of 18 you must have your parent or Legal Guardian sign our parental consent form and you must sign the parental consent form also. When bringing a friend along, you must make prior arrangements in getting a parental notice filled out and notarized or bring that parent with you to do necessary paperwork. There will be no exceptions to this rule.

2004 Banquet: Date and location is (TBA) - BDE must have your money for the Banquet by December 31st, or you will not be recognized.

CONDUCT AND APPEARANCE
A member competing in any event shall make it his duty to present a neat appearance. Drivers will be responsible for the conduct of their pit crew, family and friends Any person who has consumed any alcoholic or tranquilizing drugs on the day of the race event will not be allowed to compete. ALCOHOLIC BEVERAGES MAY NOT BE CONSUMED BY PARTICIPANTS, CREW OR OFFICIALS AT ANY EVENT AT THE TRACK OR ON THE PREMISES.THIS WILL BE STRICTLY ENFORCED AT ALL TIMES.

INTENT TO DEFRAUD BDE RACING SERIES AND OFFICIALS
Any competitor who would falsify his age or modify his engine with the intent to compete illegally, or defraud officials by such modifications or actions, is subject to suspension and loss of points and/awards for that event upon review of all evidence by BDE Racing officials.

AGE DETERMINATION
Per WKA, & SRL & IMTRA Rule Book with the exception of Junior Sportsman 1 is 7 to 10, not 8 to 10.

SAFETY EQUIPMENT/PROTECTIVE CLOTHING
Per WKA, IMTRA, & SRL Rule Books. Any hair shoulder length and longer must be held securely in helmet at all times. BDE Racing and Old Dominion Speedway will not be responsible if your hair comes out of your helmet during any portion of racing. All helmets must be at least Snell 95 and harnesses must be no older than 3 years old.

VEHICLE NUMBERS
BDE Racing Series car numbers are determined by drivers and their paid registration postmark date. All others with duplicate numbers will run the number with an "X" after the number.

2004 Saturday Night Series:
Mini Cups: These race nights you have the privilege to run before the Saturday Night Stock Car programs. Points for those events will be awarded in the same manner as the overall track points. Points will also be awarded towards the Sunday Series for those drivers who start the Saturday Night Series events. Races are approx. 20 laps, with one practice session, and starting position to be determined by qualifying, randomly drawn, or points position, before the feature. All cars will be subject to tech inspection and disqualification if necessary. All details will be made clear at driver’s meeting.
Fees: TBA
Anyone entering pits MUST BE at least 16 years of age (proof of age may be required) unless that person is a driver.

RACE RULES
Flags per WKA, SRL, IMTRA Rule books except yellow: When caution flag is displayed, the whole track is immediately under caution. The race will revert back to the last completed lap for single file restarting with the karts. No one will race back to the finish line, you will slow down to a safe speed and you will stay in your position at the time of the caution to allow the Flagman to restart the race.
Mini Cups & Mini Trucks will follow the pace car (only on special events) during a caution and on the start of the of the race. When the yellow flag comes out, the whole track will go immediately under caution on the 3/8 mile oval track.
The above last statement applies to both tracks. When the caution comes out, the whole track will go immediately under caution. No one will race back to the finish line for position.
Mini Cups & Pro-Trucks:

Because of the size of the 3/8 mile oval and high speeds, foul driving, crowding, chopping, pushing, blocking and checking up will not be tolerated.
A competitor must always be prepared for another competitor to pass and must therefore be on the lookout for the approach from behind of other, faster karts.The deliberate blocking of a faster vehicle is cause for that driver to go to the rear of the field or disqualification.
Any foul driving, unnecessary bumping, crowding, chopping, blocking or un-sportsmanlike conduct on either track will subject the competitor to go to the rear of the field, disqualification, or suspension. When two vehicles are entering a turn together, the vehicle that is behind, whether it be an inch or several feet, is required to negotiate the turn without endangering or impairing the progress of the vehicle in front.Conversely, the vehicle in front should not take a deliberate course for the reason of crowding a following competitor off the course. If any component of the racing vehicle becomes deranged so that in the opinion of the flagman it is unsafe or illegal, the vehicle will be removed from the course by being black flagged. If in the opinion of race officials the defect cannot be repaired properly, the entry will be retired from the race.When the checkered flag is shown ending the race, all vehicles will proceed to the scales for weight check. DRIVERS CANNOT HAVE FOOD, DRINK OR ANYTHING ON PERSON THAT WAS NOT THERE DURING THE RACE, UNTIL WEIGHT CHECK IS COMPLETED.

INSPECTION PROCEDURES
In addition to pre-race inspection, all vehicles are subject to a technical inspection after each race at the discretion of the race officials. Any person failing tech will receive last place points based on a minimum 10 car field. A second offense will result in driver receiving no points and a 1 race suspension. A third offense will result in loss of all points and a suspension from the club for one calendar year. Non performance related DQ’s will be handled on an as per basis.

OFFICIAL ENTRY
The Kart / Mini Cup/Pro-Trucks frame is the official entry for the complete event. Kart / Mini Cup/Pro-Truck frame or engine change between the heat and the feature is permitted as set forth below:
A - Change of ENGINE after heat races:
(1) Notify Technical Adviser and get approval.
(2) Give original engine to Technical Adviser to hold for possible future inspection.
(3) Start the feature in the rear of the pack.
B - Change of KART/MINI CUP FRAME after qualification:
(1) Original frame must be disabled.
(2) Change must be approved by race director.
(3) Start the feature in the rear of the pack.
(4) Tires and wheels are NOT part of the frame.

PITS
At no time shall anyone but authorized personnel enter the pit area. This was addressed in more detail on the first page. There will be no disposing of fuels or lubricants in the pit area or on the course. Pouring or spilling such fuels or lubricants upon the ground may be subject to expulsion from the pit area. No open flames. There will be no reckless driving of karts/mini cup in pit area. The number of persons allowed in the pits will be determined by race officials.

COMPETITION CLASSES
Refer to Old Dominion Speedway Class Line Up Sheet for classes. Refer to WKA, IMTRA, SRL Technical Manual for weight, specs, engine, etc.of each class.

TIRES
At Old Dominion Speedway all karts(WKA) rules per class. ONLY American Racer tire M-32 & MMRA/ CASCAR SPEC tire or outdoor compound Hoosier racing tire will apply for Suspended Mini Cup cars and Pro trucks. No mixing of tire brands. Champs must use the Burris SS-44 or the SS-55.

GEARS
At Old Dominion Speedway you may run whatever gear set up you wish. (Except JR. Pro-Truck must not any larger cluch hub than 18 teeth.

LAPS
2 sets of approx. 20 minute practice sessions (this is subject to change due to the size of the field)
Qualifying – 2 laps – outside oval only / 10 lap heat races - inside oval
20 Feature Laps on the inside track except Rookie 1 – 15 laps
20 lap features for Mini Cups and Pro Trucks (Except on special events)
20 laps for all Champ classes (Except on special events)
Laps- are subject to change if time allows (these numbers would increase not decrease if time would allow for that days events)
There will be a minimum of 3 karts/mini cups to make up a class to be eligible for a award points or trophy. If your Kart / Mini Cup is not on the official run down of the classes approved, then you can compete, but there will be no awards.
THERE WILL BE NO THROWAWAYS any division in 2004.

PROTESTS
All protest must be submitted to the Race Promoter within 10 minutes after the given competition. The Race Promoter / BDE Official decision is final. Only a participant who finishes in the winner’s circle can be subject to an engine protest which requires a TEARDOWN. The winner’s circle will consist of the top 5 finishers in each class or as determined by the Race Director. An engine protest can only be made by a finisher within the winner’s circle. For example, a 5th place finisher can protest the 2nd place finisher. Anyone finishing 6th on back cannot file an engine protest. A protest fee of $150.00 will be provided by the protester. If the engine is determined to be legal, $75.00 of the protest fee will be awarded to the engine owner the other goes to the track. If the engine is illegal, the $150.00 protest fee will be returned to the protester and a $75.00 fine will be assessed to driver of the illegal car. If driver fails to pay fine, an immediate suspension will be assessed. If the track elects to tear you down and you are found to be legal, a credit for your next entry fee will be placed by your name. This is to help you with rebuild cost. If you refuse Tech or do not report DIRECTLY to tech / scales after feature event, then you will receive zero points for that event, and suspended for one race. These two will not count towards your throwaway dates. You will receive zero points for any race due to rough driving, un-sportsmanlike conduct, underweight, false start, and refusing or neglecting to be weighed. (If you drive past the scales and go to your pit area and then return your weight will not count). This will not count as one throwaway date. Just like the rule above you will have one race with zero points. This will not count as a throwaway.

2004 BDE RACING SERIES ADOPTED HOUSE RULES
1- In car 2 way radio communication will be allowed in Mini Cup Adult, Pro Truck, and Champ classes only! All radio frequencies MUST BE reported to Race Officials before the day’s event. BDE Racing reserves the right to remove radios from ALL classes at any time.
2-Junior Pro Mini Cup restrictor plate will be .750 unless otherwise advised.
3-All Mini Cup cars manufactured will meet, SRL and ODS house rule book will be raced together as equal.

BDE Racing has the right to make any rule changes deemed necessary during the course of the season to maintain level playing field on race track.
