MINI STOCK
2003 RULES AND REGULATIONS

All cars competing in the Mini Stock Division must be stock in every respect, with the following exceptions. When the word "STOCK" is used, it means as it came from the factory for the particular year and model in question. This also includes replacement parts by part number. Any questions on parts need to be directed to the Race Director.
The Mini Stock Division is designed to promote a greater interest in stock car racing and to enable new and experienced drivers to compete in a racing division without spending a considerable amount of money. Drivers who have competed in the Late Model Stock Car Division will not be permitted to compete in this division. All drivers must be registered with NASCAR, and have a current, valid NASCAR license in good standing.
To secure a competitor's license as a driver, car owner, or mechanic, a member must:
A) Hold a valid automobile license from the state in which he or she lives,
B) Must be at least 16 years of age,
C) If under 18, must have a Minor's Release Form signed by parents.

COMPETING MODELS: The Mini Stock Division is open to automobiles 1970 through 1995, front engine models of American and Foreign two (2) door passenger sedans. No convertibles, front-wheel drive, four (4) wheel drive or station wagons allowed. CARS MUST REMAIN STOCK APPEARING AS FROM THE FACTORY. Listed below are the eligible models approved for competition:

CHEVROLET: Beretta, Monza 2+2, Monza Coupe, Vega Hatchback, Cavalier.

DATSUN: B210, 510, 710.

DODGE: Challenger, Omni, Colt, Daytona.

FORD: Mustang, Mustang II, Pinto, Escort, EXP, Tempo, Probe, Taurus, Thunderbird.

MERCURY: Bobcat, Capri, Lynx, Topaz.

OLDSMOBILE: Starfire, Firenza.

PLYMOUTH: Arrow, Horizon, Sapporo, Laser.

PONTIAC: Astre, J2000, T2000, Sunbird.

TOYOTA: Celica, Corolla.

NOTE: ANY OTHER MODELS MUST BE SUBMITTED TO THE OLD DOMINION SPEEDWAY RACE DIRECTOR FOR APPROVAL.

NOTE: ONLY CARS REGISTERED AS MINI STOCKS WILL BE ALLOWED TO COMPETE IN MINI STOCK DIVISION.

BODIES: All bodies must be attached as per NASCAR rulebook. All cars must have complete stock bodies to include hood, fenders, bumpers, grilles, and deck lids, and be of good appearance. Hoods and deck lids will be fastened with NASCAR approved type fasteners. Hoods will have fasteners located right, left, and center. Deck lids will have fasteners located right and left. Doors must be attached as per NASCAR rule book approved method. In addition, any car competing in the Mini Stock division that uses a fiberglass or aluminum roof will install a twenty-four (24) gauge, magnetic steel plate to the top of the roll cage that is continuous from the left to the right side. Plate must be welded to cage. NO BOLTS, RIVETS, ETC. will be used for mounting plate. NO HOLES WILL BE ALLOWED IN PLATE. All other body parts (fenders, doors, deck lids, and quarter panels) must be of magnetic steel. CARS MUST REMAIN STOCK APPEARING AS FROM THE FACTORY. No exterior mirrors allowed during competition, heats, or feature races. Firewall for fuel cell enclosure must be constructed of steel. Tunnel and/or air ducts not permitted. Tube type frames will be permitted. See diagram. Any frame rejected by the NASCAR Inspector for being unsafe or showing poor workmanship will not be approved until the necessary corrections have been made. Roll bar cage tubing must be extended from rear roll bar supports across rear of trunk area and must be spot welded to trunk floor at rear panel. See diagram for approved method of construction of frame and location of exhaust pipe.

HOODS: Hoods must be flat with NO bubbles. Hood must be closed at windshield. NO AIR OPENINGS !!!

NO REAR SPOILERS ALLOWED IN 2003

GLASS: Windshield and acceptable plastic rear glass must be installed in their original standard positions. Standard windshield and rear glass molding must be used and installed in their original position. Windshield reinforcing bars must be used. Headlight lenses must be removed and the holes must be covered with flat metal. Rear window must have acceptable plastic glass at all times with two (2), one (1) inch wide metal strips for safety. All side window glass must be removed.

FRAMES: Stock frames and tubular frames allowed. Any tubular modification added to existing stock frame will be considered a tubular frame. Any car that is not a stock production chasis will run a restrictor plate furnished by the track IN ADDITION to the added weight in the weight section of this rule book. See Section 20J-5.10.4 of the LMSC Rule Book.

GROUND CLEARANCE: Minimum ground clearance of four (4) inches at lowest point of car must be maintained.

ROLL BAR ASSEMBLY: Round steel, one and three quarter (1-3/4) inch seamless roll-over bars are compulsory and must be NASCAR approved. Aluminum and other soft metals are not permitted. All roll bars must be welded. Full NASCAR approved roll cages are required. See Section 20J-17.4 and the diagram in back of the NASCAR Rule Book. It is MANDATORY that ALL cars competing in the Mini Stock division have a ONE (1) PIECE, one – eighth (1/8) inch thick, magnetic steel plate installed over the OUTSIDE of the driver’s side door bars. It shall cover the ENTIRE driver’s side door area and MUST BE WELDED to the roll bars. Bolts, rivets, etc to attach WILL NOT BE ALLOWED, nor will holes of any kind be permitted.

TREADWIDTH: A maximum allowable treadwidth of sixty one (61) inches on both front and rear. A tolerance of one half (1/2) inch between front and rear will be allowed as long as maximum width does not exceed the allowable measurement.

WHEELBASE - Full tubular chassis cars wheelbase will be 100 (one hundred) inches to a maximum of 103 (one hundred three) inches total wheelbase. Stock chassis cars will remain stock for vehicle being used.

SUSPENSION: Jack bolts in stock spring location only. Stock control arms and mounting points may be reinforced. Tube type or homemade upper or lower control arms are permitted. Racing shocks permitted. Front or rear offsets are not permitted. Car must be squared from center line. Leaf spring cars remain as is with adjustable slide bar. Rear panard bar allowed. May install X-bracing or cross-bracing under car for support and safety.

WEIGHT: Cars must weigh one (1) pound per cc of engine used, with left side weight fifty-five (55) percent and right side weight forty-five (45) percent of total weight. Full tubular chassis cars must add two hundred (200) pounds after one (1) pound per cc at the fifty-five (55) / forty-five (45) left side / right side ratio. In the spirit of competition, weight will / may be added or removed during the course of the season.

ADDED CAR WEIGHT: Shall comply with Section 20J-2.3 of the LMSC Rule Book.

WHEELS: Four (4), thirteen (13) inch diameter, six (6) inch width steel or wagon wheels are permitted. No offset centers are permitted. All wheels must have the same offset. Wheel spacers are not permitted. Heavy duty studs and lug nuts must be used. Studs may extend one quarter (1/4) of an inch past lug nuts.

TIRES: Same tires as 2000.

BRAKES AND HUB ASSEMBLY: Must be stock only.

ENGINES: Only a single cam, four (4) cylinder, piston type engine with maximum engine displacement of two thousand six hundred (2600) cc including clearance and wear permitted. Cylinder block bore shall not exceed sixty (60) thousandths bore for ALL blocks. Fuel pump shall be mounted in the engine compartment. Electric fuel pumps will have a mercury filled ignition switch. Only one (1) fuel pump permitted. Four (4) inch numbers for engine displacement must be displayed on hood.

ENGINE LOCATION: Engine must be located so the second (2nd) spark plug from front must be at or in front of the ball joint. Center of crankshaft must be eleven (11) inches from the ground. Crankshaft shall be located between frame rails centered.

NOTICE: ONLY FLAT TOP PISTONS. RODS, VALVES, CYLINDER HEADS, AND INTAKE MANIFOLDS MUST REMAIN STOCK. NO MATCH PORTING. SEE SPECIFICATION SHEET BELOW.

NOTE: FOR TOYOTA ONLY - DOME PISTON .098 ALLOWED. ALL OTHERS FLAT TOP - 0 DECK CLEARANCE.

All intake and exhaust manifolds must remain stock. No matching porting or rework of any kind. No mixing of motors, such as destroking, to include crankshafts for cc being claimed. Stock rods only for engine being used. No aftermarket rods allowed. Crankshaft must remain stock stroke. Stock stroke and rod length must be retained for c.c. being claimed. NO LIGHTENING OF CRANKSHAFT OR RODS. Must maintain stock rod length. Pistons must be stock in appearance. Pistons must keep stock pin location. Valve reliefs in pistons cannot exceed ninety (90) thousandths.

COOLING SYSTEM: Water pump impellers may not be altered. Removal of fan blades, belt, or air cleaners not permitted. Interchangeable radiator cores are allowed providing they do not alter the sheet metal design. Radiator dust screens permitted. Cars must carry an overflow tank of no less than one (1) quart capacity. Overflow tank must be located under the hood.

RADIATOR OVERFLOW PIPE: All coolant overflow hoses will exit from under the hood at right side windshield post facing upward.

LUBRICATION: Any oil permitted. Any approved oil filters or breather caps can be used. Dry sump oiling systems not allowed. No external or belt driven oil pumps permitted. Remote oil filters and oil coolers are not allowed.

EXHAUST SYSTEM: All Mini Stocks competing at the Old Dominion Speedway in 2003 shall have one (1) Magna Flow Performance Muffler (Part # 11216) with one two and one half (2-1/2) inch inlet and one two and one half (2-1/2) inch outlet. All exhaust pipe shall be two and one half (2-1/2) inch, round magnetic steel, fastened to exhaust manifold and to the frame in a secure manner acceptable to track officials. The above-mentioned muffler must remain stock as from the factory. ANY modification or alteration of any kind will result in the loss of all points up to and including the date of infraction, and/or other penalties deemed necessary by track officials All cars must maintain a decibel level of 99 Db’s or below at all times. Track officials will monitor decibel levels constantly. Tailpipe must turn to face ground. All pipes must be painted white.

ELECTRICAL SYSTEM: Distributors with points or electronic distributors must be stock for the car used. Battery must be in the engine compartment. Alternate location must be approved by NASCAR. Battery will not be permitted in the fuel tank compartment. Only one (1) battery permitted and must be encased and mounted in an approved manner. Must have a working and functioning starter. An electrical cut off switch (that cuts off ALL power) shall be mounted in the center of the dashboard that can be easily reached from both sides of the car from the outside and by the driver. Electric fuel pumps shall have an inertia switch located in the trunk. Tachometers will be installed with a quick disconnect for easy removal.

ELECTRICAL WIRING: All wiring shall be in the open, visible, and traceable from termination point to termination point. No taping or wrapping of wires allowed. Bundling is allowed by using small, clear tie wraps only. Termination blocks are recommended for any splicing that may be necessary. Where termination blocks are used, they must be in the open, visible, and easily accessible.

CARBURETOR: Holley 2300 - two (2) barrel model #7448 ONLY !!! NO MODIFICATIONS TO CARBURETOR ALLOWED. No drilling or changing of any diameter in airbleeds, metering plates, throttle shafts, etc. No swapping of metering plates allowed. Choke butterfly may be removed. When removing choke linkage on side of carburetor, all holes must be filled with EPOXY. All vacuum outlets must be removed and have steel plugs or Epoxy in place. Jets and power valves may be changed. All carburetors must use power valve. No block off plugs permitted.
CARBURETOR RESTRICTOR PLATE: A restrictor plate, with the bore measuring one and one eighth (1-1/8) inch in diamater will be issued by track officials, and will be MANDATORY for ALL full-tubed, partial tubed, and any other chassis deemed not stock from the factory, competing in the Mini Stock division, along with a MAXIMUM three-quarter (3/4) inch spacer plate. The restrictor plate will be mounted to the manifold with a one (1) piece gasket, measuring sixty five (65) thousandths, and spacer will be mounted to restrictor plate using a one (1) piece gasket, measuring sixty five (65) thousandths. ANY ALTERATION, MODIFICATION, OR SWAPPING OF PLATE ON ANY CAR IN ANY DIVISION WILL RESULT IN THE LOSS OF ALL POINTS ACCRUED UP TO AND INCLUDING THE DATE OF INFRACTION, ALONG WITH ANY OTHER PENALTIES DEEMED NECESSARY BY TRACK OFFICIALS FOR ALL DRIVERS INVOLVED. IN ADDITION, A NEW RESTRICTOR PLATE WILL HAVE TO BE PURCHASED BEFORE THE DRIVER OR DRIVERS ARE ALLOWED TO COMPETE AGAIN. Restrictor plates will cost $30.00 and will be signed for by driver or car owner only. Only one plate per car number will be assigned. All plates will be numbered for verification purposes. Each plate MUST BE returned at the conclusion of the 2003 season at which time, $10.00 will be returned to the original signee for the UNALTERED plate. If a second restrictor plate is needed due to an infraction of the rules, it will cost $40.00, with NO REFUND on the original plate. The $10.00 deposit refund remains in effect for the second plate as well. Plates will be only be available at the first and second practice sessions (March 30 and April 6) and throughout the season.

IT IS ACKNOWLEDGED THAT SOME MANUFACTURER’S MANIFOLDS WILL NOT ALLOW THE RESTRICTOR PLATE TO BE USED WITHOUT DRILLING ADDITIONAL MOUTING HOLES. IF THIS IS THE CASE WITH YOUR ENGINE, YOU MUST NOTIFY THE TRACK OFFICIAL IN CHARGE OF THE MINI STOCK DIVISION THAT ADDITIONAL DRILLING MUST BE DONE BEFORE YOU MAKE THE NECESSARY MODIFICATION. AFTER DRILLING OF THE HOLES, YOU MUST SUBMIT THE PLATE TO BILLY MCCORD FOR INSPECTION. OVERSIZING, SLOTTING, OBLONGING, ETC. OR ANY OTHER IRREGULARITY OF THE HOLES IS NOT PERMITTED AND WILL BE CONSIDERED AN INFRACTION OF THE RULES AND SUBJECT TO THE PENALTIES MENTIONED ABOVE.

NOTE: ANY CARBURETOR HELD FOR INSPECTION WILL BE IMPOUNDED FOR THE WEEK AND RETURNED THE FOLLOWING SATURDAY MORNING AT TRACK IF FOUND LEGAL.

AIR CLEANERS: Maximum diameter air cleaner allowed is twelve (12) inches. Maximum height air cleaner allowed is four (4) inches. NO air induction system of any type is allowed.

CARBURETOR CLAIM RULE: Seventy five (75) dollars to claim a carburetor. Only the driver can claim the carburetor. Claim fee must be presented to the Track Promoter or Race Director within ten (10) minutes after the checkered flag falls in the Mini Stock feature event. The only drivers that can claim a carburetor are the drivers that finish in the top five (5) of the evenings featured event. Only drivers finishing in the top five (5) are subject to carburetor claim. If you refuse to have your carburetor claimed, you will be put on a two (2) race suspension and lose your right to claim a carburetor for a CALENDAR year. You will also lose your points for that evening's event.

TRANSMISSION: Standard production, which are catalogued and available through regular dealer channels may be interchanged in any model. No automatics. All forward and reverse gears must be in working order.

CLUTCH AND FLYWHEEL: Aluminum flywheels not permitted. Stock only, within one (1) pound of stock weight. Only steel pressure plates allowed. Single disc racing clutches permitted. A fifty (50) pound weight addition will be added to cars with single disc racing clutches at a fifty (50) / fifty (50) right side – left side ratio.

NOTE: A STEEL SCATTERSHIELD NOT LESS THAN THREE EIGHTHS (3/8) INCH THICK MUST BE INSTALLED OVER FLYWHEEL AND CLUTCH AREA. SPECIAL PRODUCTION ALL STEEL CLUTCH HOUSING PERMITTED. CLUTCH-FLYWHEEL FLEXIBLE HOUSING SAFETY SHIELD IS APPROVED.

BELLHOUSING: Optional. Blowproof or scattershield. An inspection hole of no less than one (1) inch must be drilled in the bellhousing to allow for flywheel and clutch assembly inspection.

DRIVESHAFT: Driveshafts and universal joints must be similar in design to standard production type. It is mandatory that at least one (1) U-shaped bracket, no less than two (2) inches wide and one quarter (1/4) inch thick, be placed around the driveshaft and fastened to the floor or crossmember of car to prevent driveshaft from becoming dislodged and dropping onto the race track. All driveshafts must be painted white.

REAR AXLES: Any eight and three quarter (8-3/4) or nine (9) inch housings allowed in all divisions. GM may use any ten (10) bolt rear. Locking of rears permitted. Gear ratios optional. No torque sensative carriers allowed. Stock manufactured third member design only.

SAFETY: All safety standards must meet guidelines in NASCAR Rulebook. All cars are subject to routine safety inspections. It shall be the responsibility of the race driver to see that his or her car has been thoroughly inspected before he or she is allowed to participate or take part in practice warm-ups.

FIRE CONTROL: Race car must have an approved fire extinguisher securely mounted within reach of the driver. NOTE: THE EXTINGUISHER MUST BE MOUNTED ON AN APPROVED MOUNTING BRACKET ! No fire extinguisher may be taped to a roll bar. Extinguisher must have a working gauge. At all times, drivers are required to wear driving suits of fire-resistant material that effectively covers the body from the neck to ankles and wrists.

FUEL TANKS: Any approved fuel cell with a maximum capacity of eight (8) gallons is required. Fuel tank must be mounted in the deck space in trunk space over frame rails, and must be mounted in a safe manner as close to the firewall as possible. The fuel tank must be mounted in the center of the trunk and must be secured with four (4) steel straps. A twenty-two (22) gauge firewall is required between driver and fuel cell. All fuel lines must be run through conduit or airquip. Fuel cell must maintain a ground clearance of eight (8) inches. The bottom of the fuel cell must have three (3) one (1) inch by one (1) inch square tubing spaced equal distance under the fuel cell mounted or bolted, front to rear. Any fuel that can be mixed with water cannot be used. No alcohol base fuels will be permitted. No additives. (Pump gasoline only) No Nitrous Oxide or similar systems allowed

SEATS: Seat must be aluminum, high back bucket seat. It must be mounted according to NASCAR Rule Book construction guidelines. Seat belts must also be mounted according to NASCAR Rule Book guidelines. Seat belts must be inspected every three (3) years. See Section 20J-17.3 of LMSC Rule Book.

SEAT BELTS:
All safety standards must meet guidelines as set forth in the NASCAR Rule Book. In addition ALL
safety equipment SHALL be installed and used in accordance with the manufactures instructions and specifications.

HELMET:
SHALL be SNELL 95 or ABOVE - NO EXCEPTIONS

STEERING: Must be Stock. Power steering optional. Quick release steering wheel mandatory. See section 20J-13E of LMSC Rule Book.

WINDOW NET: A NASCAR approved nylon mesh screen in left side driver's window is required. (See diagram for proper installation in rear of NASCAR rule book) See Section 20J-3.2.3 of LMSC Rule Book.

RADIOS: Radios ARE permitted.

IDENTIFICATION: All car numbers will be issued by Dave Menefee only. Numbers issued and not used during the current year WILL NOT be held for the following year. Any car that arrives at the race track with an unapproved car number will be changed if neccesary. Numbers must be at least eighteen (18) inches high and neatly painted on both sides of the car. A twenty-four (24) inch number must be painted on the roof. A five (5) inch number must be positioned in white in the upper right hand corner of the windshield to aid in lining up cars. Numbers must be painted in contrasting colors. No silver or gold foiled numbers will be permitted. Any number deemed unreadable by the scorers will be changed.

PRE-RACE INSPECTION: Any pre-race inspection failures for any infractions of these rules and specifications may result in not being permitted to compete. This is at the discretion of the Race Director. Substantial weight and/or rear of field starts could be imposed.

POST-RACE INSPECTION: Any car found to be using illegal parts will forfeit all prize monies as well as contingency monies and points earned in the race. All illegal parts must be surrendered to the NASCAR Official in charge of the event. No equipment will be considered as having been approved by reason of having passed through inspection unobserved. Any equipment which does not conform to specifications or tolerances contained in the rule book will not be eligible for approval. All rules are subject to amendment at any time, when ample notice has been given in the interest of safety and competition. Pre-race inspections do not proclude post-race inspection disqualifications.

PROTESTS: No protests accepted after ten (10) minutes from the drop of the checkered flag of the Mini Stock feature. No claims or protests, other than track tear downs and carburetor claim, will be allowed in the final two weeks of competition. In addition, ONLY track tear downs will be allowed on the final night of competition. Race track gets fifty (50) percent of all protest money. In addition, the protesting driver WILL HAVE the same part or parts on his/her car inspected by track officials. Protested item costs as follows:
Cylinder Head - $200.00
Rods - $300.00
Crankshaft - $750.00

TEAR DOWNS: Any driver or car owner to refusing tear down from NASCAR Officials for any reason will be put on a two (2) race suspension for the first offense. The driver will be held responsible for refusal of tear down. The driver also loses all points accrued for that event. Refusal of tear down as a second offense will result in a loss of all points accrued for the season and a suspension for the remainder of the season. NASCAR Officials reserve the right to tear down at any time.

IN ADDITION TO THE RULES AND REGULATIONS SET FORTH HEREIN THE MINI STOCK RULE BOOK, ALL COMPETITORS SHOULD READ SECTIONS 1 THRU 17 OF THE NASCAR RULE BOOK.
